Harmonization with the EU acquis

Accession Partnership (AP) and the Stabilisation and Association Agreement (SSA), determining the main policies and economic criteria, our country should fulfill in the EU accession process are key EU documents in the process of accession of the Republic of Macedonia to the European Union.

National Programme for Adoption of the Acquis Communautaire i.e. NPAA is national framework or plan for meeting the conditions, i.e. criteria for membership (Copenhagen Criteria) of the Republic of Macedonia in EU.

 The Programme has format of medium-term plan of activities necessary for meeting the criteria for membership of the Republic of Macedonia.

NPAA includes narrative part and Annexes overview tables, being a clear picture for the reforms and the activities for EU acquis harmonization to be undertaken in the next years, for building and strengthening the administrative structures necessary for the acuqis implementation, as well as the necessary budget resources.

Programme is key instrument for conducting the process of accession of the Republic of Macedonia to the European Union, being basis for monitoring the progress of the Republic of Macedonia in the EU accession process.

Programme contents observes the Copenhagen Criteria structure for EU membership i.e. includes the following parts:

1. Political criteria;

2. Economic criteria;

3. Ability for undertaking the obligations arising from the membership;

4. Administrative capacity;

5. Preparation of national version of the acquis communautaire;

6. Communication with the public for the European integration process;

7. Annexes.

 Special working group is established for every chapter of NPAA, being in charge of preparation of the measures and activities for harmonization with the EU acquis, envisaged under the specific chapter. Ministry of Finance is holder of the following NPAA Chapters:

Within the Ministry of Finance, International Finance and Public Debt Management Department , Unit for IPA and NPAA, performing the following working tasks regarding the harmonization with EU acquis:

  • monitors and coordinates the realization of the measures and activities of the National Programme for Adoption of the Acquis Communautaire (NPAA), being under the competence of the Ministry of Finance;
  • monitors and coordinates the realization of the other activities for approaching the EU structures and standards;
  • provides opinion for the materials related to the European integration process;
  • monitors and coordinates the activities related to the preparation of documents related to the European integration process;
  • regularly submits reports and information on the status of realization of the measures and activities of NPAA and the other EU strategic documents;
  • provides support for the EU accession negotiations;
  • prepares and distributes information and reports;
  • cooperation with other state government bodies regarding NPAA and the EU negotiation process.
